Because they know something leadership doesn't: the SharePoint environment that Copilot will draw from is a mess.

Permissions have drifted over years of ad-hoc access grants. Sharing links created in 2022 still work. Entire site collections are accessible to "Everyone except external users" because someone set it that way during a migration and nobody changed it back. Sensitive HR documents sit in a library that inherited broad permissions from its parent site. And now an AI tool is about to make all of that information instantly, effortlessly searchable by anyone who asks.

Fix 1: Audit and repair broken permission inheritance across your tenant

Permission inheritance is the mechanism by which SharePoint sites, libraries, folders, and files receive their access settings from their parent. When a site is created, it inherits permissions from the site collection. When a library is created, it inherits from the site. When a folder is added, it inherits from the library. This cascading model is clean and predictable, until someone breaks it.

Breaking inheritance happens whenever someone grants unique access to a specific document, folder, or library. Every sharing link created on an individual file breaks inheritance for that file. Every "share with specific people" action on a folder creates a unique permission entry. Over time, a library that started with clean, inherited permissions can have dozens or hundreds of unique permission entries, each one a potential oversharing vector that Copilot will respect.

The remediation: Run a permissions audit across your tenant. Identify every instance of broken inheritance. For each one, determine whether the unique permission is still needed. If it's not, restore inheritance. If it is, ensure it's scoped correctly, ideally through a security group rather than direct user access. Microsoft's SharePoint Advanced Management provides data access governance reports that surface overshared sites and broken inheritance patterns.

Fix 2: Eliminate "Everyone except external users" access everywhere it exists

This is the single most dangerous permission pattern in most SharePoint environments, and it's disturbingly common. "Everyone except external users" (EEEU) is a built-in group that includes every single person in your Microsoft 365 tenant. When a site, library, or document is shared with EEEU, every employee in the organization can access it. Including the summer intern. Including the contractor who started yesterday. Including every person Copilot serves results to.

EEEU access is often granted during initial site setup ("we'll tighten it later"), during migrations ("just copy the permissions for now"), or by users who don't understand what the group means. In a pre-Copilot world, EEEU access on a low-traffic site was mostly harmless because nobody stumbled across it. In a Copilot world, EEEU access means that any employee who asks the right question will see that content in their AI-generated response.

The remediation: Search your tenant for every site and library with EEEU access. Remove it. Replace it with specific security groups or Microsoft 365 groups that represent the actual intended audience. This is tedious but essential. Every EEEU permission you leave in place is a door Copilot will cheerfully walk through.

How to find EEEU access quickly: In the SharePoint Admin Center, run the "Site permissions for the organization" report available through SharePoint Advanced Management. This report scans all sites and lists the number of users with permissions, content shared with all users, and content shared with EEEU. It gives you a prioritized list of sites to remediate.

Fix 3: Review every active sharing link and set expiration policies

Sharing links are the silent permission expanders. Every "Anyone with the link" URL, every "People in your organization" link, every file-level sharing action creates an access path that persists until someone explicitly revokes it. In most environments, nobody revokes them. Links created for a one-time collaboration in 2023 are still active in 2026. Documents that were shared for a client review are still accessible via a URL sitting in someone's email archive.

For Copilot, these links mean that content may be accessible to users who were never the intended audience, simply because the sharing link broadened the permission scope beyond the site's default.

The remediation: Disable "Anyone with the link" sharing at the tenant level unless there's a documented business need. Set "People in your organization" links to expire after 30, 60, or 90 days by default. Microsoft now allows administrators to enforce expiration periods for organization-wide sharing links in SharePoint Online and OneDrive. For existing links, run a sharing link audit and revoke links that are no longer needed. Going forward, set sharing policies that prevent links from accumulating indefinitely.

Fix 4: Classify your most sensitive content with sensitivity labels

Sensitivity labels from Microsoft Purview Information Protection are one of the most powerful tools for Copilot governance, yet most organizations haven't implemented them. A sensitivity label applied to a document or site can enforce encryption, restrict access, prevent external sharing, and control what Copilot can do with the content.

For Copilot readiness, the priority is labeling your most sensitive content: financial data, HR records, legal documents, M&A materials, customer contracts, intellectual property, and executive communications. You don't need to label everything on day one. Start with the content categories where exposure would cause the most damage. Copilot will still surface unlabeled content based on permissions, but labeled content gets an additional layer of protection that permissions alone don't provide.

The remediation: Define a classification taxonomy (typically three to five levels: Public, Internal, Confidential, Highly Confidential). Configure sensitivity labels in Microsoft Purview. Set up auto-labeling policies for content types that can be identified by patterns (like documents containing financial data, credit card numbers, or health information). Train content owners to apply labels manually for content that requires human judgment.

Fix 5: Archive or delete inactive sites before Copilot indexes them

Inactive sites are Copilot's noise generators. Old project sites from 2021. Abandoned team sites from a reorganization. Test environments that were never decommissioned. Each one contains content that Copilot can index and surface in response to user prompts. When a user asks Copilot about a topic, and the response includes information from a three-year-old abandoned project site, the result isn't just inaccurate. It erodes trust in Copilot and in the data behind it.

Sites moved to Microsoft 365 Archive are no longer accessible to anyone in the organization and are excluded from Copilot's content scope. This is the cleanest way to remove stale content from Copilot's reach without permanently deleting it.

The remediation: Use SharePoint Advanced Management's inactive site policy to identify sites with no activity in the past 6 to 12 months. Review each one with the site owner (if one still exists). Sites that are truly inactive should be archived or deleted. Sites that are still relevant but dormant should have their owners confirmed and their content reviewed for accuracy.

Fix 6: Clean up orphaned content and stale documents

Beyond inactive sites, individual documents that are outdated, duplicated, or no longer relevant also contribute to poor Copilot response quality. If your SharePoint environment has three versions of the travel policy from different years, Copilot might surface the wrong one. If a draft document that was never finalized sits in a library alongside the final version, Copilot might reference the draft. Copilot doesn't know which version is "official." It only knows which ones the user has access to.

The remediation: Run a content freshness audit. Identify documents that haven't been modified in 18+ months. Work with content owners to confirm which versions are current and which should be archived, deleted, or marked as superseded. Implement retention labels that automatically manage the lifecycle of content going forward, so this cleanup doesn't need to be repeated manually every year.

Fix 7: Use Restricted Content Discovery to block specific sites from Copilot

For sites that contain highly sensitive content and need immediate protection before full governance remediation is complete, SharePoint offers Restricted Content Discovery (RCD). When RCD is enabled on a site, that site's content is excluded from Copilot responses and search results for all users, even those with access to the site. This is a fast, surgical tool for the highest-risk sites while broader governance work progresses in parallel.

RCD is not a long-term solution. It's a circuit breaker. The goal is to restrict immediately, remediate properly, then remove the restriction once governance is in place. But for sites containing executive compensation data, M&A documents, legal matters, or HR investigations, RCD buys you the time to fix permissions without exposing content in the interim.

The remediation: Identify your top 10 to 20 highest-risk sites (these are usually obvious: executive sites, HR, Legal, Finance). Enable RCD on each one immediately. Then prioritize governance remediation for these sites first. Once permissions, labels, and access controls are correctly configured, remove RCD and let Copilot index the site under proper governance.
